A bit of history

I think that we should look at a bit of history behind the name of the institute. According to http://history.nih.gov/01Docs/historical/2020c.htm , National Institute on Deafness and Other Communication Disorders was split off from National Institute of Neurological and Communicative Disorders and Stroke, taking the words "communicative disorders" with it. The other new organization, National Institute of Neurological Disorders and Stroke, took the rest of the words.

I am not able to find the House report 100-761 on the Internet. This report may shed light on the addition of "deafness" to the name of the new organization.
